Independent Evaluation Reports

In order to measure the effectiveness of a program, evaluations should be conducted over time as the program is implemented. Safe & Civil Schools materials incorporate evaluative instruments (such as surveys, observation forms, and self-evaluation assessments) that can help program administrators assess efficacy.


Several school districts have conducted periodic evaluations of our programs as formative evaluations of their Safe & Civil Schools implementation. These evaluations employ a variety of measures to determine effectiveness and are available for review here.

Broward County Public Schools Foundations Program

This research project investigates the second year of a Foundations Project in Broward County Public Schools. The data included 15,010 middle school students in 44 middle schools (28 non-Foundations schools, 10 middle schools in Cohort 1, and 6 middle schools in Cohort 2). Students remained in the same school for three consecutive school years.

Broward County Public Schools CHAMPS Program

After first implementing CHAMPS in the 2002-2003 academic year, Broward County Public Schools (BCPS) continues to provide CHAMPS professional development for newly hired instructional staff. During the 2006-2007 school year, six CHAMPS workshop sessions were conducted, with a total of 843 participants (808 from BCPS and 35 from neighboring charter and private schools). The purpose of this program evaluation is to assess the implementation and outcome of CHAMPS using the CIPP (context, input, process, and product) model.

In the mid-1990s, the Kentucky Department of Education established a Behavior Task Force made up of educators from across the state. One of the recommendations of the task force was that the state set up school-based model programs that demonstrate how to effectively address student discipline and behavior. In the 2003-2004 school year, three of five high schools, all but one middle school, and 23 of the 33 elementary schools participated in this process.

In the academic school years 2009-2010, the Fort Bend Independent School District conducted this annual report on the effectiveness of a CHAMPS implementation. In year two of this districtwide implementation of CHAMPS, 44 campuses received CHAMPS campus day training on August 14–20. Over 2,200 Fort Bend employees were trained.

Fourteen Guilford County Schools participated in RDP during the 2001-2002 school year. Four schools (three elementary and one middle) achieved Full Implementation, and four schools (elementary) reached the Partial Implementation stage. The remaining six schools experienced a slower rate of implementation impacted by their participation in other initiatives and changes. The following outcomes relate to the eight Full and Partial Implementation schools only.

The institute used the survey to test for differences between the project and comparison schools. The Foundations for Learning Project is a three-year staff and curriculum development effort to design a positive schoolwide approach for the correction of misbehavior and reinforcement of appropriate behaviors in a supportive and predictable manner.

This study evaluated 4 years of real-world implementation of the Safe & Civil Schools PBIS Model in a large urban school district. At all levels-elementary, middle, and high-schools experienced moderate but steady improvements in school discipline, student safety policy and training, staff perceptions of student behavior, and student suspension and chronic tardiness rates.

In this randomized evaluation of the Safe & Civil Schools PBIS (positive behavioral interventions and supports) Model, 32 elementary schools in a large urban school district were randomly assigned to either an initial training cohort or a wait-list control group.
